Summary

The tender concerns strategic communication advice and implementation services for the Dutch central government, split into four lots. The work may include advising on communication strategy, producing content and communication tools, and in some cases coordinating or carrying out implementation. The framework agreement is intended for result-oriented assignments, not staff leasing. A bidder must meet strict selection requirements: relevant references, minimum annual staffing levels, the ability to handle several projects at the same time, registration in the national business register, adequate insurance, and recent financial statements showing financial capacity. The bidder must also submit the required UEA and reference forms and use the prescribed tender documents. Communication during the procedure must be in Dutch.
