Summary

The tender concerns the supply, implementation and management of an Energy Management System, including invoice validation and related services for the Municipality of Venlo. The system must support monitoring, analysis, reporting, data completeness, and invoice validation for electricity, gas, water and, where applicable, heat/cold. The contract includes SaaS delivery, maintenance, user support, data integrations, migration, dashboards, alerts, exports, benchmarking, RVO/EED reporting support, information management compliance, security, accessibility and AI-related compliance if applicable. Bidders must submit an UEA, three reference projects covering SaaS energy management, data integrations/migration and invoice validation, and later, if selected, GVA, tax clearance and ISO 27001 or equivalent evidence. The tender also requires a concept SLA, a price sheet, and a completed wishes form.
