Supply of an electric passenger car

Summary

The procurement is for one new electric passenger car for SIA ZAAO. The vehicle must be from model year 2026 or later, fall within the M1 category, and meet requirements including an electric motor output of at least 210 kW, nominal battery capacity of at least 80 kWh, WLTP range of at least 520 km, and energy consumption of no more than 18 kWh/100 km. The vehicle may be no longer than 4,550 mm, must have ground clearance of at least 180 mm, and may have travelled no more than 100 km. It must have five seats, at least four doors, and the safety, comfort and driver-assistance systems listed in the specification. Winter tyres and the specified safety equipment are also required. The manufacturer’s warranty must cover the vehicle for at least 5 years or 100,000 km and the high-voltage battery for 8 years or 160,000 km. Warranty servicing must be available within 30 km of the contracting authority’s vehicle base. Delivery is due within six months of contract signature, and the vehicle inspection must remain valid for at least 11 months from acceptance. At delivery, the supplier must provide, among other items, the registration certificate, number plates, a spare key, and technical and user documentation in Latvian. The procurement is not divided into lots, and bids must cover the entire requirement. The estimated contract value is EUR 39,000. Price is the only award criterion. If prices tie, the vehicle with lower energy consumption is preferred; if that is also equal, the winner is selected by drawing lots. The bidder must submit technical and financial offers and prove that it is authorised to sell the manufacturer’s vehicles and assume warranty obligations. Delivery and registration costs must be included in the price. Payment is due within 30 days after signature of the handover certificate and receipt of a proper invoice.
