Framework Agreement for Electrical Installation, Low-Voltage Systems and Emergency Works
Summary
The procurement is for a framework agreement, lasting up to 24 months or until its spending ceiling is reached, covering electrical installation, low-voltage system construction and repair, and emergency works at the contracting authority’s sites at Zaķusalas krastmala 33 and Doma laukums 8 in Riga. There are two lots: Lot 1 covers electrical installation and emergency electrical works; Lot 2 covers construction, alteration, repair and emergency works for low-voltage systems, including building management, intruder alarms, access control, video surveillance and fire safety systems. The precise scope will be set for each work order, and no minimum order volume or number is guaranteed. The estimated maximum value is EUR 150,000 excluding VAT in total, with a ceiling of EUR 75,000 excluding VAT for each lot. Work may include installing or replacing equipment and cables, diagnosing and repairing faults, supplying materials, testing, commissioning and providing completion documentation. Emergency work must be available 24 hours a day, every day, and a specialist must arrive at the site within 2 hours. Work must be arranged to minimise disruption to the authority’s operations and broadcasting; noisy work is to be done outside working hours by agreement. Separate hourly rates are required for daytime and night, weekend or public-holiday emergency work; materials and equipment are paid for separately. A tender may cover one or both lots. Price is the sole award criterion, and the authority intends to conclude the framework agreement with up to four compliant tenderers offering the lowest prices, if enough suitable tenders are received. Tenderers must demonstrate the required experience and provide suitably qualified specialists; Lot 1 also requires a works manager with a valid certificate and at least Cz electrical safety group. Tenders must be submitted electronically with the required qualification, technical and financial information. Personnel working at the site are subject to security screening; citizens of Russia and Belarus are not permitted to enter or work at the site.
