Manufacture, Rental, Delivery, Installation and Dismantling of Christmas Decorations in Salaspils Municipality in 2026

Summary

Salaspils Municipality is procuring Christmas decorations for 2026 in three lots: (1) manufacture and delivery of decorations and additional equipment; (2) decorating trees and buildings; and (3) rental and delivery of freestanding decorative compositions. A bidder may tender for one, two or all three lots, but must cover the full scope of every lot bid for. The estimated total value is capped at EUR 65,000 excluding VAT: up to EUR 36,000 for Lot 1, EUR 24,500 for Lot 2 and EUR 4,500 for Lot 3. Decorations and rented compositions are generally due by 20 November 2026, and trees and buildings must be decorated by 28 November 2026. Decorations under Lot 2 must be dismantled by 25 January 2027, with technical inspection and handover by 31 January 2027. Rented compositions under Lot 3 must be provided until 31 January 2027. The technical offer must comply with the specification for the relevant lot. Offers are evaluated on the most economically advantageous basis: price carries up to 80 points and relevant previous experience up to 20 points. Bidders must provide the required registration, experience and other evidence; Lot 2 also requires an advance site inspection and evidence of a specialist qualified in electrical-safety group C or Cz. Goods and services originating in Russia or Belarus may not be used in performing the contract.
