Trading Platform Use for Organisation of Thermal Energy Procurements

Summary

The procurement concerns a trading platform for organising daily thermal energy procurements (auctions) for RS Riga Heat. The Tenderer may offer an existing platform or a customised/developed solution that complies with the Technical Specification and RS requirements, including platform operation, simulations, training and contract formation with market participants. The winner will be selected on the basis of EUR/MWh price; price is the only award criterion. The contract duration is three calendar years starting from 15 February 2027. The platform must ensure high availability (at least 99%), robust data security (encryption, TLS, MFA), REST API integration and full auditability. The Tenderer must provide supporting documentation, attend demonstrations and tests, and prepare the required contractual documents in accordance with the procurement rules.
