Tender detail

Design and Construction of Ventilation and Air-Conditioning Systems

Summary

The tender covers the design, construction and author supervision of ventilation and air-conditioning systems at the Riga 1st Medical College building at 37 Tomsona Street, Riga. The work includes surveying the existing ventilation and gas systems, preparing the construction design, supplying and installing the systems, upgrading existing systems, coordinating approvals, carrying out the works while the college remains operational, and providing author supervision. The design must address indoor comfort and air quality, including 40–50% relative humidity, winter temperature of +20°C to +22°C, summer temperature of +23°C to +25°C and maximum CO2 of 900 ppm at full occupancy. The ventilation solution must include heat recovery above 75%, F7 and M5 filters, CO2 sensors in teaching rooms, noise and vibration control, fire safety integration and at least 10% capacity reserve. The system must comply with the specified Latvian and European standards. The design must be completed within three months of contract signing and the planned contract completion date is 1 June 2027. The works are not divided into lots. The contractor must provide at least a five-year construction warranty, maintenance of the installed systems during the warranty period, required insurance and all resources needed for full delivery. The award is based on the economically most advantageous tender, using price and specialist experience; the documents contain an apparent inconsistency because the table assigns 97 points to price while the calculation states a maximum of 95 points, so this should be verified in the official tender documents.
