Procurement of mobile phones

Summary

The tender concerns the supply of mobile phones for Latvia’s Emergency Medical Service. The procurement is divided into two positions covering two phone models, and the supplier must submit one tender covering both positions. Delivery and unloading must be provided using the supplier’s own resources at Laktas iela 8, Riga. The estimated contract value is EUR 41,999.99 excluding VAT. A framework agreement will run for 24 months or until the maximum contract value is reached, whichever occurs first, with a possible extension of up to 12 months. Up to five suppliers may be admitted to the framework agreement. Subsequent orders will be placed through price consultations among framework agreement participants. The tender must include the required application, qualification evidence, a technical offer for both positions and a financial offer. The offer must be submitted electronically, in Latvian, signed with a qualified electronic signature or the procurement system’s electronic signature, and only one variant may be submitted. Evaluation totals 100 points: 50 for the price of phone model 1, 40 for the price of phone model 2 and 10 for the warranty period. The minimum warranty is 24 months; 36 months receives 5 points and at least 48 months receives 10 points. The submission deadline is 29 September 2026.
