Framework agreement for construction supervision services at Ministry of Defence sites

Summary

The procurement is for construction supervision services at sites held by the Ministry of Defence, under a framework agreement. It is divided into three regional lots: Riga and Pierīga, Kurzeme, and Vidzeme and Latgale. Up to seven compliant bidders may be admitted to the framework agreement for each lot. Service contracts will run for up to 36 months or until the relevant lot ceiling is reached, whichever occurs first: EUR 1,158,000 for Lot I and EUR 248,000 each for Lots II and III, excluding VAT. Bidders may tender for one or more lots, but must cover the full scope of each lot. The lowest average construction-supervision percentage determines the price ranking. Bidders must provide appropriately certified supervision specialists for the relevant region, registration and qualification evidence, and a compliant technical and financial offer. No bid security is required, but a performance security must be provided to conclude the framework agreement: EUR 10,000 for Lot I and EUR 2,500 for each of Lots II and III.
