SIA Eiropas Dzelzceļa līnijas is procuring construction of the Rail Baltica mainline railway substructure and associated infrastructure in the Latvia–Lithuania border section. The works include the railway embankment and foundation layers, utility networks, engineering structures, and maintenance and access roads across three construction-permit work packages. The procurement is not divided into lots and excludes the railway superstructure, overhead contact line, signalling, communications and power supply.
