Concession to manage the Paliano municipal sports centre

Summary

The concession is for five years of comprehensive management of the Municipality of Paliano’s sports centre. The complex comprises a sports hall with a competition court, stands and changing rooms, and the P. Tintisona 11-a-side football ground with stands and changing rooms. The concessionaire will organise and coordinate sporting activities, maintain and clean the facilities, ensure opening, security and safe use, and may collect usage fees and advertising revenue. The concessionaire bears the operating risk and pays the Municipality an annual fee starting at €6,000, subject to an upward bid. Utility and connection costs are also borne by the concessionaire. Access must be provided to schools and local sports organisations, and the facilities must be made available to the Municipality free of charge for up to 20 days per year. The gym must also be available to local school pupils during school hours, expected from 2027. The bid must include a technical project and a management plan. The technical offer carries up to 80 points and the financial offer up to 20 points; at least 45 out of 80 technical points are required. The financial offer must state the increase on the €6,000 annual fee and include labour and workplace-safety cost estimates and an economic and financial plan. Bids must be submitted electronically by 1:00 p.m. on 5 November 2026. Participation requires the relevant registration, financial capacity, experience managing a comparable sports facility and a mandatory site visit. The tender documents state conflicting turnover and experience amounts and reference periods, which should be clarified with the contracting authority.
