Concession to manage the day centre for people with disabilities in Zapponeta

Summary

The Municipality of Zapponeta is granting a five-year concession for the integrated management of a day centre for people with disabilities, with capacity for up to 30 users. The centre must operate for at least 8 hours a day, six days a week from Monday to Saturday, for 280 days a year. Services include education and support for independence, socialisation, rehabilitation, daily living assistance and planned healthcare, meals, user transport, laundry, and cleaning and sanitation of the premises. The concession runs for five years, with a possible technical continuation of up to 12 months. Its estimated total value is €4,057,527.66, but this is not a guaranteed payment by the authority: the concessionaire receives all service revenues and bears the full operating risk. The annual concession fee starts at €10,000.08 excluding VAT, and only an increase is permitted. Offers are evaluated on technical quality and the fee increase, weighted 80 and 20 respectively; a technical offer must score at least 45 out of 80. Bidders must hold a relevant registration, meet the €700,000 turnover threshold, and have performed at least two comparable services during the last ten years with a combined value of at least €700,000. A mandatory site visit must be completed before the offer is submitted. Bidders must provide a technical proposal, staff list and CVs, a financial offer, and a financial-economic plan covering the entire concession period. The required bid security is €81,150.55, and proof of the €165 ANAC contribution must also be provided. At service commencement, the concessionaire must ensure a team meeting regional minimum staffing standards, a qualified coordinator, and at least one vehicle suitable for transporting people with disabilities. The concessionaire must obtain and maintain the operating authorisation and institutional accreditation.
