Procurement, deployment and migration of a cloud-based collaboration, office productivity and secure email solution

Summary

The tender seeks a cloud-based collaboration, office productivity and secure email solution for the Cher departmental fire and rescue service. The work includes replacing its existing Exchange 2019 email system and Office 2016 office software, procuring and deploying the solution, migrating data for approximately 1,700 accounts, training users and administrators, and maintaining and operating the service. The solution must serve 300 full-featured users and 1,400 volunteer firefighters; the former must be able to work offline for at least 30 days. The initial contract term is 12 months, with three possible automatic 12-month renewals, for a maximum of 48 months. A valid professional-liability insurance certificate, a technical, social and environmental proposal, and a detailed financial offer are required. No minimum turnover amount is specified. Bids must be submitted electronically, in euros and in French; a bid in another language must include a French translation. Evaluation weights are 55% for technical quality, 40% for price and 5% for deployment time.
