Public service sub-concessions to operate natural beaches in Soulac-sur-Mer
Summary
Soulac-sur-Mer is seeking sub-concessionaires to operate seasonal activities at six sites on the town’s central beach: two beach cafés/restaurants, a children’s beach club, two beach-tent rental areas and a surf school. The agreements start on 1 May 2027, or on a later notification date if applicable, and run until 31 December 2028. The cafés/restaurants may operate from 15 May to 15 September; the other activities from 1 June to 15 September. An applicant may bid for several lots but may be awarded no more than two. The selected operator will run the service at its own risk and expense, provide public services, maintain continuity, safety, hygiene and cleanliness, manage waste, and protect the beach and its landscape. Installations must be removable and appropriate to the beach, and must be taken away at the end of the season; a clear passage at least 3 metres wide must be kept along the sea. Bids must include both an operational and service proposal and a technical design for the site. Bids will be assessed on service and installation quality, fit with the beach environment, customer service and prices, service organisation, financial coherence and environmental considerations. The submission deadline is 13 November 2026 at 16:00. The supplied fee schedule states annual fixed fees for 2027 of €17,614 for a beach café/restaurant, €7,926 for a beach club, €4,403 for tent rental and €1,468 for a surf school; the café/restaurant also pays 4% of annual turnover excluding VAT. The draft agreement gives different amounts for the same activities and a 2% variable fee for the café/restaurant. Applicants should therefore verify the applicable fees in the tender documents before preparing their bids.
