Support for Self-Employed Active Solidarity Income Recipients
Summary
The Seine-Maritime Department is procuring services in four lots for self-employed recipients of the Active Solidarity Income (RSA) referred by the Department. The work covers assessing and supporting the development of their business activities and, where appropriate, helping them leave self-employment and make a secure transition to other work. The aims are to strengthen financial independence, support a lasting exit from RSA, consolidate economically viable businesses, and prevent people from remaining in activities that do not provide sufficient income. Lots 1 and 3 cover the Le Havre Pointe de Caux and Entre Seine et Mer areas; lots 2 and 4 cover Boucles de Seine, Rouen and Dieppe-Neufchâtel. The estimated total contract value is EUR 2,800,000. The contract is scheduled to start on 1 February 2027 and run for 24 months, with two possible one-year renewals for a maximum term of four years. This is a framework agreement with one contractor selected for each lot. Tenders must be submitted electronically by 12:00 on 6 November 2026 and remain valid for four months. Variants are not permitted.
