Maintenance and modernisation of intrusion-detection systems in municipal buildings

Summary

The City of Villejuif is procuring an initial inventory and audit of intrusion-detection systems in approximately 90 public buildings, annual preventive maintenance, and, as needed, fault repairs, equipment replacement, system extensions and modernisation. Preventive maintenance includes an annual inspection, reporting, updating system records and instructing building staff. Repairs and additional work will be ordered as required at unit rates; the annual ceiling is EUR 150,000 excluding VAT, including the fixed-price element. This is a single-supplier framework agreement for an initial one-year term, renewable three times for one year each, up to a maximum of four years. Bids must be submitted electronically. The mandatory technical memorandum must not exceed 35 pages. The stated evaluation weightings are technical quality at 50% (methodology: 30 points; personnel and equipment: 20 points) and environmental criteria at 10%. Contract performance includes a requirement to provide at least 200 hours of professional inclusion work. Bids remain valid for 180 days.
