Supply of vehicle tyres and related services
Summary
The procurement covers the supply of tyres, related consumables and associated services for organisations authorised by the French Ministry of the Armed Forces. It is divided into two lots: lot 1 covers light-vehicle tyres and related services, while lot 2 covers heavy-vehicle tyres and related services. Services include, among other things, tyre fitting and balancing, wheel alignment checks, tyre rotation and puncture repair. Deliveries are made to locations in metropolitan France specified in purchase orders. This is a single-supplier framework agreement performed through purchase orders and purchase cards. There is no minimum volume; the maximum total value over four years is EUR 2,512,000 excluding VAT: EUR 1,976,000 for lot 1 and EUR 536,000 for lot 2. The estimated values are EUR 988,000 and EUR 268,000 respectively, excluding VAT. The agreement is scheduled to start on 18 December 2026, or on the later notification date, and is automatically renewed in one-year periods for a maximum total term of four years. A bidder may tender for both lots, and both may be awarded to the same bidder. The tender must be submitted electronically by 2 November 2026 at 12:00 Paris time. The submission must include manufacturers’ price catalogues, the offer document, a fully completed estimated-quantity pricing schedule, and a technical submission covering the proposed products, delivery arrangements, and implementation and management of a customised online shop. A public liability insurance certificate and bank account IBAN must also be provided. Samples are not required and variants are prohibited. Offers are assessed on price (80 points) and sustainability (20 points). Sustainability scoring considers the proportion of recycled or renewable materials in the tyres, the emissions class of the vehicle fleet used for the contract, and environmentally responsible packaging. Bidders must have the professional, economic and financial, technical and professional capacity required to perform the contract; their application must include turnover information for the three most recent available financial years and suitable bank statements or evidence of relevant professional liability insurance.
