Treatment of plaster waste collected by municipalities in the Aisne department

Summary

The contract covers the treatment of plaster waste collected by municipalities in the Aisne department at facilities authorised under applicable law and suitable for this waste. It covers both clean or simple plaster waste and plaster waste mixed with other materials; the contractor must propose a suitable technical solution for each category. The procurement is divided into five geographical lots, and bidders may tender for one or more lots. One contractor will be selected for each lot under a framework agreement implemented through orders. The initial term is two years from 1 January 2027, with two possible express one-year extensions, ending no later than 31 December 2030. The maximum total values, excluding VAT, are €1,024,000, €448,000, €384,000, €384,000 and €704,000 respectively. Actual quantities may change, and the contracting authority may terminate the service following changes to legislation or the extended producer responsibility system for construction products and materials, with at least two months’ notice. Bidders must submit a base tender and may also propose variants concerning service organisation, methods and treatment locations. For each lot, the tender must include a signed commitment form with unit-price and estimated-quantity schedules, and a technical memorandum covering treatment sites and permits, capacity, staff and equipment, waste reception and inspection, handling of non-compliant waste and service interruptions, treatment methods, environmental and safety measures, and any alternative solutions. Tenders are evaluated on service cost (50%), technical quality (40%), environmental performance (5%) and the social integration of people facing difficulty (5%). The submission deadline is 30 October 2026 at 12:00. Tenders must be submitted electronically and written in French.
