Supply and installation of public-space waste-sorting units

Summary

The City of Angoulême is procuring the supply and installation of public-space waste-sorting units, known as abribac units. They are intended for parks and gardens as well as events, and cover residual waste, packaging and paper, glass, and organic waste. The estimated quantities describe two- and three-stream units for different locations and event units for four waste streams. This is a single-supplier framework agreement under which equipment and installation will be ordered through purchase orders at unit prices. The annual maximum is EUR 500,000 excluding VAT. The initial term is one year, with up to three express one-year extensions. Delivery must take no more than six weeks, and the equipment must carry a warranty of at least 10 years. Bidders must provide registration evidence, turnover information for up to the three most recent financial years, evidence of relevant deliveries during the last three years, and the requested information on technical capability, staffing, quality, supply-chain and environmental arrangements. The bid must include completed pricing schedules, catalogues or price lists showing any discounts, and a technical and environmental memorandum of no more than 25 pages. Samples of the required equipment types must be submitted; bids without the required samples will not be evaluated. Technical value accounts for 60% of the evaluation and price for 40%.
