Supply of materials and diverse products for the municipal administration – CCP

Summary

This tender concerns the supply of materials and diverse products for the municipal administration of Ville de Garches, organized as a framework agreement with six lots: Lot 1 – hardware, locksmithing, portable power tools and hand tools; Lot 2 – plumbing and related items; Lot 3 – painting materials and accessories; Lot 4 – heating equipment and related items; Lot 5 – electrical materials and accessories; Lot 6 – carpentry materials and related items. The framework contract covers six lots with maximum annual values per lot: Lot 1 €20,000; Lot 2 €15,000; Lot 3 €5,000; Lot 4 €4,000; Lot 5 €55,000; Lot 6 €5,000 (all excluding VAT). Orders are placed by purchase orders; the contract runs from 1 January 2027 to 31 December 2027 and may be renewed up to three times to 31 December 2030. Prices are fixed for the initial year and may be adjusted annually up to 3% per year; there is no advance payment. Payment terms are up to 30 days after receipt of invoices, which must be issued electronically via Chorus Pro. Subcontracting is not allowed; grouping of economic operators is permitted with a designated lead (mandataire) and a clear group composition. The bidder must provide required documentation (DC1 or DC2 or DUME), proof of insurances, and comply with the environmental and AGEC provisions. The contract also requires compliance with the CCP documentation hierarchy and reception/verification procedures, and potential penalties for delays. All changes to the framework contract are governed by CCAG CCP provisions, which override CCAG Fournitures Courantes et Services where applicable.
