AMO assistance in the development of the SM EMMA potable water master plan

Summary

The tender concerns AMO services to assist in developing the SM EMMA potable water master plan. The work is structured in three phases: Phase 1 defines the MOA study, collects data, assesses regulatory context, develops a functional/technical/economic study program and schedule; secures MOA approval and funding, and assists in applying for aid, with at least three meetings. Phase 2 covers public procurement: propose procedures and selection criteria for bids, draft technical specifications and a price breakdown, organize the procurement, analyze bids, participate in technical questions and in supplier selection and negotiations; after MOA decision, prepare the administrative documents to formalize the order and start the study; provide assistance in drafting specifications for additional services (e.g., metering or parameter analyzers); at least two meetings. Phase 3 involves the realization/monitoring of the study: assist in approvals and reporting, coordinate with authorities, validate the articulation of study phases, provide technical and financial expertise, verify the execution of services, notify MOA decisions, assist in delivering and receiving deliverables, and help resolve disputes; at least sixteen meetings. The contract is a fixed-price framework with a total duration of 30 months.
