Tender detail

Operation of the Bondy territorial waste recycling centre

Summary

The tender concerns the operation, maintenance and waste-flow management of the Bondy territorial waste recycling centre. The services include site guarding and user assistance, provision of containers and vehicles, container removal and transport, collection and treatment of hazardous waste, waste sorting and recovery, cleaning, maintenance and required inspections. The contract has an initial term of two years and may be renewed twice for one year, for a maximum total term of four years. The bidder must provide turnover information for up to the three most recent financial years and references for similar services performed during the last three years, supported by evidence. The offer must include the signed contract form and annexes, bank details, the completed unit and lump-sum price schedule, a technical proposal and a mandatory site-visit certificate. The site visit must take place on 5 or 8 October 2026 at 10:00. Offers must be submitted electronically in French and in euros by 16 October 2026 at 12:00. The technical proposal must describe the staff and equipment, user-service arrangements, waste-flow logistics, treatment outlets and their authorisations, waste-recovery solutions, maintenance and inspection planning, and safety measures. The technical solution has a 60% weighting and price has a 40% weighting. A social-inclusion requirement applies. The documents contain a discrepancy: the CCAP requires at least 4,850 insertion hours per year, while the contract annex requires 5,800 hours; this must be verified in the official tender documents before submitting an offer.
