Framework agreement for legal training services for staff of the central administration and decentralised services of the Secretariat-General of the Ministry of Justice
Summary
The tender concerns the design, organisation and delivery of legal training for staff of the French Ministry of Justice’s central administration and decentralised services. Training must be available both in person and remotely. Topics include legislative drafting, criminal law and criminal procedure, competition disputes, administrative litigation, public and administrative law, public servants’ rights and obligations, and legislative procedure. This is a single-provider framework agreement performed through orders. It runs for 24 months and may be tacitly renewed for a further 24 months. There is no minimum volume; the estimated total value is EUR 500,000 excluding VAT and the maximum total value is EUR 1,500,000 excluding VAT. The submission deadline is 5 October 2026 at 12:00. Bids must be submitted electronically and in French. Bids will be evaluated on technical value (50 points), price (30 points), and social and environmental performance (20 points). The bidder must provide a detailed technical response, trainers’ CVs, a description of the training methodology and materials, an organisation and quality-control plan, and the completed price schedule. Trainers must have at least 5 years of training experience and relevant legal expertise.
