Framework agreement for plumbing maintenance, improvement and renovation works for State services, establishments and certain hospitals in Corsica – 2026

Summary

The tender covers plumbing maintenance, improvement and renovation works in buildings and surrounding areas of State services, other establishments and certain hospitals in Corsica. It is a single-operator framework agreement based on orders, with no minimum volume; the maximum is EUR 1,000,000 excluding VAT per lot per year. The tender is divided into three lots covering Ajaccio, Bastia and Corte. A bidder may submit an offer for one, several or all lots. The bidder must demonstrate sufficient professional, technical and financial capacity. The application must include a completed and signed DC1 or equivalent/DUME, DC2 or equivalent/DUME, any required signatory authorisation, a description of general human and material resources, and the bidder’s main references from the last three years, including the annual value of the services. Where applicable, a judicial reorganisation judgment and a subcontracting declaration on form DC4 must also be provided. For each lot, the offer must include the signed framework agreement document and unit-price schedule, a technical memorandum, named CVs for assigned staff showing qualifications, training and required authorisations, a description of assigned equipment, and technical data sheets for the main materials. The technical memorandum must explain ordinary and urgent order handling, site safety, risk management, personnel and equipment, and measures to reduce CO2 emissions. Offers must be submitted electronically by 16 October 2026 at 17:00. Offers remain valid for 250 days, and documents must be in French or accompanied by a certified French translation. The award criteria are price at 60% and technical quality at 40%.
