Restructuring and construction works for metropolitan roads and public spaces – Level II

Summary

The tender concerns road and public-space maintenance, major maintenance, construction and restructuring works at Level II for the Metropole Rouen Normandie area. The works will be ordered under a framework agreement; the value of an individual order may be up to EUR 900,000 excluding VAT. The procurement is divided into the geographical lots A5, A6, A7 and A8, and A11. Bidders may submit tenders for up to five lots, but a maximum of two lots may be awarded to one bidder. The annual maximum values are EUR 7,000,000 excluding VAT for lots A5–A8 and EUR 7,500,000 excluding VAT for lot A11. The tender deadline is 12 October 2026 at 16:00. The award criteria are price at 50%, technical value at 40% and environmental performance at 10%. Bidders must also submit an environmental statement and comply with the social inclusion condition applying to contract performance.
