Extension of public electricity distribution networks, public lighting networks and civil engineering for electronic communications networks

Summary

The tender covers extension works for public electricity distribution networks, public lighting networks and civil engineering for electronic communications networks in the Vosges area. For the electricity and communications networks, the works cover the municipalities of the Vosges department except La Bresse; public lighting works concern only municipalities that have transferred this optional competence to SDEV. This is a multi-supplier framework agreement running from 1 January 2027 to 31 December 2030, with three possible one-year extensions. The procurement is divided into six geographical lots, and a bidder may be awarded one or more lots. The annual maximum values are: Lot 1 – EUR 450,000, Lot 2 – EUR 500,000, Lot 3 – EUR 500,000, Lot 4 – EUR 600,000, Lot 5 – EUR 400,000 and Lot 6 – EUR 450,000, excluding VAT. The tender must be submitted electronically in French by 16 October 2026 at 11:00. The submission must contain the required application documents, the signed commitment form, the signed unit price schedule without amendments, and a tailored technical memorandum of no more than 40 pages. The award criteria are technical quality, worth 50 points, and price, worth 50 points; more than 70 points are required to be included among the multiple awardees of a framework lot.
