Reinforcement, underground installation and extension of electricity distribution networks, public lighting networks and electronic communications network infrastructure

Summary

The tender concerns reinforcement, underground installation and extension of public electricity distribution networks, as well as construction works for public lighting and electronic communications network infrastructure. The work covers municipalities belonging to SDEV; electricity and communications works cover the municipalities of the Vosges department except La Bresse, while lighting works concern only municipalities that have transferred the relevant competence to the contracting authority. This is a multi-supplier framework agreement performed through purchase orders from 1 January 2027 to 31 December 2027, with three possible one-year renewals. The procurement is divided into six geographical lots. The total annual maximum is EUR 21,000,000 excluding VAT; the lot maxima are EUR 3,000,000, EUR 3,000,000, EUR 3,500,000, EUR 4,500,000, EUR 3,500,000 and EUR 3,500,000 excluding VAT. A bidder may be awarded one, several or all lots. The bidder must demonstrate economic, financial, professional and technical capacity and provide application documents, a list of previous works, workforce information, electrical qualifications, AIPR evidence, equipment inspection certificates and insurance evidence. The tender must include the signed commitment form, the unmodified signed 2026 unit-price schedule and a consultation-specific technical memorandum. Tenders must be submitted electronically in French by 16 October 2026 at 11:00. The technical value and price each carry 50 points; a bidder must score more than 70 points to be included among the framework agreement’s suppliers for a lot.
