Training in the legal field

Summary

The procurement concerns legal training services for entities within the budgetary scope of the French Prime Minister’s services. It is divided into five lots covering public and constitutional law, fundamental freedoms, legislative procedure, local and overseas authorities, environmental law and public finance; immigration and EU law; private law; labour and public-service law; and legal drafting, legal monitoring, mediation and negotiation. Each lot is a single-provider framework agreement operated through purchase orders, with no minimum amount and a maximum total value of EUR 335,000, EUR 150,000, EUR 65,000, EUR 30,000 and EUR 70,000 excluding VAT respectively. The framework agreements have an initial two-year term and may be tacitly renewed twice for one year each, up to a maximum total duration of four years. No variants or optional additional services are permitted. Electronic submission is required, and tenders are due by 5 October 2026 at 12:00. Offers are assessed on technical value (50%), price (40%) and environmental value (10%).
