Supply of meal vouchers

Summary

The procurement concerns a framework agreement for designing, supplying, delivering and managing meal vouchers for the personnel of the Guadeloupe Water and Sanitation Management Mixed Syndicate. Vouchers will initially be provided in paper form and subsequently on smart cards, with a dematerialised IT support service and training. The face value of each voucher is EUR 9. The framework agreement covers two lots: vouchers for public-sector employees, with a maximum amount of EUR 400,000, and vouchers for private-sector employees, with a maximum amount of EUR 1,400,000. Each lot has an initial duration of 48 months and may be renewed three times for 12 months. Tenders must be submitted electronically by 5 October 2026 at 12:00. The award criteria are technical quality (60%), execution time (10%), price (20%) and environmental performance (10%).
