Supply and delivery of stationery, office supplies and art-activity materials for municipal administration, schools and facilities for minors

Summary

The Municipality of Biscarrosse is procuring the supply and delivery of stationery, office supplies and art-activity materials for municipal administration, schools and collective facilities for minors. The procurement is divided into four separate lots: administration stationery and office supplies; supplies for schools and such facilities; specific small stationery and office items reserved for eligible sheltered or equivalent organisations; and art-activity materials. Bidders may apply for one, several or all lots, with a complete bid required for each selected lot. Each lot will result in a separate single-supplier framework agreement operated through purchase orders. The initial term is one year, starting no earlier than 1 January 2027, with annual tacit renewals up to a maximum total duration of four years. Annual maximum values are EUR 20,000 excluding VAT for lot 1, EUR 40,000 for lot 2, EUR 1,000 for lot 3 and EUR 10,000 for lot 4; there is no annual minimum value. Deliveries are carriage paid, and deliveries to schools and facilities must take place on Mondays, Tuesdays, Thursdays and Fridays from 9:00 to 12:00 and from 14:00 to 16:00. The submission deadline is 2 October 2026 at 12:00. Bids must be submitted electronically and remain valid for 120 days. Price represents 40% of the evaluation and technical quality 60%, covering product information and, for lot 1, sample quality, ordering arrangements, warranty and after-sales service, delivery times and environmental performance.
