Supply of general technical consumables

Summary

The Municipality of Biscarrosse is procuring general technical consumables under a single-supplier framework agreement operated through purchase orders. The three lots cover fastening consumables, machine-tool consumables, and chemical-product consumables. Bidders may apply for one, several, or all lots, but must submit a complete separate offer for each selected lot. The supplier must be able to provide all products listed in the relevant unit-price schedule, deliver them free of charge to the municipal technical centre, provide catalogue products when exceptionally requested, and state delivery times, ordering arrangements, guarantees, after-sales service, and environmental measures. Lot 2 additionally requires physical samples to arrive by 2 October 2026 at 12:00; missing or late samples lead to rejection without regularisation. Applications and tenders must be submitted electronically by 2 October 2026 at 12:00. The application must include turnover information for the three latest available financial years and a list of relevant supplies or services from the last three years. Evaluation is based on price at 40% and technical value at 60%. The initial framework term is one year, starting no earlier than 1 January 2027, with 12-month renewals up to a maximum total duration of four years. Annual maximum amounts are EUR 35,000 excluding VAT for lot 1, EUR 20,000 excluding VAT for lot 2, and EUR 15,000 excluding VAT for lot 3.
