Operation of heating, domestic hot water, ventilation and related installations

Summary

The City of Les Ulis is procuring a three-part service framework agreement for the operation, maintenance, repair, renewal and warranty servicing of heating, domestic hot water, ventilation and related installations in municipal buildings. The lots cover: 1) boiler rooms and air renewal, 2) substations and air renewal, and 3) air-conditioning systems. The agreement runs for 36 months from 1 November 2026 and may be renewed once for 12 months. It has no minimum volume and has annual order ceilings of EUR 200,000 excluding VAT for Lot 1, EUR 200,000 for Lot 2 and EUR 100,000 for Lot 3. The bid deadline is 30 September 2026 at 12:00. Electronic submission is required, bids must be in French and euros, and bids remain valid for 120 days. A mandatory site visit is required before submission. The contractor must provide suitably qualified staff, preventive and corrective maintenance, emergency standby coverage, regulatory inspections, reporting, remote monitoring and the required technical documentation. Lot 3 additionally covers direct-expansion air-conditioning, heat pumps, rooftop units, precision cooling, refrigerant circuits, associated electrical systems and control systems. Price accounts for 40 points, technical value for 50 points and sustainable-development performance for 10 points.
