Construction Works Framework Agreement 2027–2028 (with an Option for up to Two Additional Years)

Summary

The tender establishes a framework agreement for small and medium-sized annual repair and construction works at Hyria koulutus Oy properties, excluding major construction projects. The works may also include demolition and may be required at sites in Riihimäki and Hyvinkää, as well as at rented premises. The contractor must be able to start even small jobs at short notice. The agreement runs for two years, with an option for the contracting authority to extend it on the original terms for up to a further two years. Five service providers will be selected. The estimated volume is approximately EUR 60,000 per year excluding VAT, but the contracting authority gives no commitment to order a fixed volume. The hourly rate must cover site management and general costs, tool allowances, travel expenses and daily allowances, payroll-related costs, and the equipment and supplies used for the work. The service provider is responsible for arranging scaffolding and lifting equipment. These may be charged separately, but their price must be agreed with the contracting authority before work begins, and purchase invoices for the supplies must be attached to invoices. The hourly rate for the responsible site manager for work requiring a building permit must also be submitted, but it will not affect bid comparison. Works with an estimated value exceeding EUR 150,000 will be awarded through a mini-competition among the framework providers. Works valued at up to EUR 150,000 may be ordered directly from a framework provider or put through a mini-competition. For direct orders, the contracting authority may consider the provider’s available resources and ability to start on time, urgency, the practicality of continuing earlier work at the same site, and overall economic suitability for the authority.
