Design and consultancy services for municipal outdoor lighting, traffic signals, electrical systems and fibre-optic networks

Summary

The City of Helsinki is procuring design and consultancy services for municipal outdoor lighting, traffic signals, electrical systems and a fibre-optic communications network under a framework agreement. The procurement is divided into five lots: outdoor lighting and related area and structural design; general and detailed design of municipal electrical systems; ducting, electrical and cabling design for traffic signals; general and detailed design of communications networks; and lighting needs assessments and outline plans. Bids may be submitted for one or more lots. The framework agreement will run from 1 January 2027 to 31 December 2028, with an option for the contracting authority to extend it for one two-year period from 1 January 2029 to 31 December 2030. The estimated total value, including the possible option period, is EUR 7,300,000 excluding VAT, with a maximum value of EUR 7,350,000. Price accounts for 40% of the evaluation and quality for 60%; quality is assessed using the professional and work-experience references of project managers and designers. The deadline for submitting bids is 4 November 2026. Bidders must nominate the required number of project managers and designers with suitable education, experience and Finnish-language skills, and complete an expert form for each nominated person.
