Framework Agreement for Planning-Related Studies, 2027–2030

Summary

The City of Raahe is procuring planning consultancy and related studies under framework agreements. The framework for planning work runs from 2027 to 2028, with two possible one-year extensions (1+1); the framework agreements for related studies and services run from 2027 to 2030. The procurement is divided into 13 lots: master plan preparation; flora and fauna surveys; underwater nature surveys; surveys of the built cultural environment; archaeology; landscape, townscape and urban greenery surveys; soil and buildability studies; energy studies concerning electricity and hydrogen; stormwater, surface water and flood-risk studies; noise, structure-borne noise and vibration studies; building-site dimensioning; safety and accident studies; and legal services related to land-use planning. Up to three service providers will be selected for each lot. For orders of at least EUR 60,000, the framework ranking generally applies; orders for underwater nature surveys and soil and buildability studies are instead awarded through mini-competitions. For orders below EUR 60,000, the buyer can generally choose a framework provider, but mini-competitions are also held for those two lots. Mini-competitions must use the SKOL hourly rates and unit prices submitted in this procurement. For soil and buildability studies, fieldwork and geotechnical investigations are not included in the offered prices and must be quoted separately for each project.
