Invitation to market dialogue: Temporary accommodation

Summary

Kymenlaakso wellbeing services county is preparing a procurement for temporary accommodation services in Kotka and Kouvola and is inviting service providers to a market dialogue. The planned service would operate similarly to a night shelter: clients would arrive in the evening and leave in the morning. Staff would not necessarily need to be present throughout the night, provided that nighttime safety could be ensured through night-time visits. Clients would mainly be people who use intoxicants, and sobriety would not be a condition for access. The county is considering billing based on the actual number of overnight stays. The market dialogue will be held as individual 45-minute Microsoft Teams meetings on 6 and 13 October 2026. Participation requires advance registration by email, including the names and email addresses of participants and a preferred and alternative meeting time. Registrations must be submitted by 30 September 2026 at 12:00. No tender can be submitted during the market dialogue, participation is not paid, and participation neither obliges nor gives an advantage in any later procurement procedure.
