Housing services for persons with disabilities – second opening of the social and healthcare procurement procedure

Summary

The tender concerns housing and short-term care services for Helsinki residents with disabilities, intellectual disabilities or autism spectrum conditions, to be provided throughout Finland. Services may be delivered in the client’s own home, a supported apartment, a communal supported housing unit or a 24-hour service housing unit; housing services for children and young people must always be provided in a 24-hour service housing unit. The procurement is divided into eight service classes. The contract period for service providers selected in this opening runs from 1 January 2027 to 31 December 2028, with the contracting authority entitled to use two optional periods of up to one year each. The contracting authority gives no commitment regarding order volumes and will order services according to need. The tender submission deadline is 23 October 2026 at 00:00.
