Personal emergency response solution and related services
Summary
This is a preliminary market consultation, not a contract notice or request for tenders, concerning a personal emergency response solution and related services for Helsinki City’s home-care and supported-living services. The future solution is expected to include personal alarm devices and accessories installed in homes or residential units, a back-office system for remote management and monitoring, delivery, maintenance, support, servicing and replacement, reporting and integration capabilities, and ongoing development. The intended leasing model would leave the equipment owned by the supplier and available to the contracting authority for a monthly fee. The service must support around 5,000 current customers, several thousand monthly alarms, elderly and functionally impaired users, and continuous critical social and healthcare operations. Interested suppliers are asked to describe their solution, relevant references, indicative leasing costs, open interfaces and integration readiness, artificial intelligence and analytics capabilities, third-party sensor connectivity, usability for elderly users, information security and data protection, and expected sector developments for 2028–2035. Responding to this market consultation is not required for participation in a possible later tender, and no compensation will be paid for the response or any potential dialogue. The future competitive procurement is expected around 2027, with a possible new contract period beginning in early 2028; the response deadline is 21 October 2026.
