Procurement of a cooperation partner for an electricity generation reserve
Summary
The procurement seeks an operator and cooperation partner for a new electricity generation reserve after the current arrangement ends in late 2026. The intended reserve would consist of several suitable power plants and an operator responsible for the overall service. The operator would plan and assemble sufficient generation capacity with the contracting authority, maintain and develop the plant portfolio, ensure plant maintenance and readiness including fuel procurement, act as the central operator and electricity market participant when the reserve is activated, and provide up-to-date reporting on performance, costs and development needs. At the tender stage, quality is expected to carry 60–70% and price 30–40% of the evaluation weight.
