Request for information: HR solution as a global cloud solution for VR Group

Summary

This is a request for information and market dialogue, not a contract notice or an invitation to submit tenders. VR is preparing to acquire a secure, scalable SaaS-based HR solution and the necessary user licences to replace its current HR systems in Finland and Sweden and support more than 10,000 employees globally. The solution should cover the employee lifecycle, support country-specific requirements and future expansion without major customization, include enterprise-grade AI with governance and human oversight, and be supported by a strong partner ecosystem in Finland and Sweden. Implementation, support and maintenance will be procured separately. Interested suppliers must submit an expression of interest by 30 September 2026 at 12:00 noon Finnish time and provide specific, evidence-based information about product capabilities, configuration, AI functionality, partner-delivered services and customization needs. Suppliers should also provide verifiable evidence of effects on employee experience and customer satisfaction. Participation does not oblige VR or the supplier to proceed with a later tender.
