Energy efficiency improvements at the Albatross Service Centre
Summary
The tender concerns an energy-efficiency upgrade at the Albatross Service Centre at Kahvikuja 3, Helsinki. It is a design-and-build contract in which the existing water-chilling plant, including its condensers, will be removed and replaced by two water-to-air heat pumps and three exhaust-air heat pumps alongside district heating. The two water-to-air units have a combined cooling capacity of 293 kW and heating capacity of 254.6 kW; the exhaust-air heat pumps have a combined heating capacity of 156 kW. The existing heat distribution centre and water and sewer pipes will remain in place. The contractor is responsible for all detailed design and delivery, including the necessary demolition, building and building-services works. The building will remain in use during the works, so disruption to its users must be minimised. Work is to start no later than early 2027 and be completed by 30 April 2028. The bidder must have average turnover of at least EUR 1,700,000 over the last three financial years and provide an Alfa credit rating or equivalent evidence. At least three completed reference projects worth EUR 250,000 or more are required from the preceding five years, together with a written quality management system, EUR 1,000,000 liability insurance and accident insurance. Price accounts for 60% of the evaluation and quality for 40%; quality points depend on the number of HVAC projects worth at least EUR 250,000 that involved upgrading heating- or cooling-producing equipment. Bidders must visit the site before submitting an offer.
