Specialist technical assistance for designing and implementing a Basque public policy evaluation system

Summary

The General Administration of the Basque Country is procuring specialist technical assistance to design, test, review and support the progressive implementation of a common system for evaluating public policies across the region’s autonomous, provincial and local authorities. The work covers a situation analysis, a shared strategic framework, the evaluation system and operating protocol, pilot evaluations, revisions based on pilot results, and a training, dissemination and implementation plan. Deliverables include reports, methodologies, indicators, guidance and reusable supporting materials; the plan is to be designed, not carried out. The contract has no lots, runs until 31 December 2028, and has a budget of €145,200 including VAT.
