Services to develop and implement a competency-management and performance-evaluation system

Summary

The Alcobendas City Council is procuring the design, development and implementation of a competency-management and performance-evaluation system for its 1,215 employees. The work includes assessment questionnaires and pilot testing, psychometric analysis of results, individual and summary reports, and deployment and licensing of software tailored to the Council’s needs. The work is to be delivered in three phases within a maximum of six months; the procurement is not divided into lots.
