Electrical work on four-stroke engines in workshops and ships

Summary

The tender concerns electrical work on four-stroke engines, diesel generator sets and alternators in Navantia’s workshops in Cartagena and aboard military and civilian vessels. The work includes maintenance, wiring, sensor checks and calibration, disconnection and reconnection associated with replacing elastomers, equipment inspections and component refurbishment, checking electrical equipment during sea trials, motor winding and balancing, electrical measurements, and manufacture or repair of electrical panels. Where needed, the contractor must also install, assemble, test and diagnose electrical systems and adjust load sharing between engines. A tariff-based framework agreement will run for one year, with up to three possible one-year extensions. The estimated total value is EUR 943,400 excluding VAT; estimated values are EUR 224,400 for the first year and EUR 235,000, EUR 238,000 and EUR 246,000 for the three possible extensions. The contract is not divided into lots. Economic assessment accounts for all award points: bidders submit one common K factor, between 0 and 1, to be applied to all unit rates; a factor above 1 results in disqualification. Participation must be confirmed by 21 October 2026 at 10:00. In phase one, company capacity and financial standing documents and a signed confidentiality agreement must be submitted by 30 October 2026 at 10:00. The technical and financial bids are due in phase two by 9 November 2026 at 10:00. Bids must be submitted electronically through Navantia’s ARIBA platform, with pricing kept separate in the financial bid. A confidentiality agreement is required before confidential technical documents are released. The planned site visit on 27 October 2026 at 09:00 is recommended but not mandatory. Bidders must have suitable company and personnel security arrangements, the required turnover and comparable experience, ISO 9001:2015 certification or equivalent evidence, and the required personnel and equipment. The bid must meet the technical requirements and remain valid for at least six months.
