Repair and upgrading of Boal municipal roads

Summary

The Municipality of Boal is procuring works to repair and resurface municipal public roads in two separate lots: Lot 1 covers the road between Santa Eulalia and Cabanas Trabazas (approximately 4.5 km and 13,500 m²; budget €171,931.26 including VAT), and Lot 2 covers the road between Rozadas and the municipal boundary (approximately 1.5 km and 5,850 m²; budget €75,130.39 including VAT). Bidders may tender for one or both lots. The work includes repairing potholes and other damaged areas and applying a double bituminous surface treatment using emulsion and aggregate, as well as preparing and compacting the surface, marking the work area, cleaning it and restoring safe traffic conditions. The deadline for each lot is four weeks, and a shorter period may be offered. The total estimated value excluding VAT is €204,183.18, and the total budget including VAT is €247,061.65. Tenders must be submitted electronically within 20 calendar days beginning the day after publication of the contract notice. Each tender must include the required responsible declaration, price and evidence for the scored criteria. Price carries up to 70 points, an extended warranty up to 20 points, and a shorter completion period up to 10 points. The warranty must be at least 12 months; a warranty of 60 months or more earns the maximum warranty score. The successful bidder must provide a final guarantee equal to 5% of its offer price for each lot, excluding VAT. Bidders must demonstrate the required financial and technical capacity, relevant experience, and availability of suitable staff and machinery. For example, they must prove annual turnover in the highest-turnover year of the last three completed financial years of at least €213,137.93 for Lot 1 or €93,136.85 for Lot 2. Similar works carried out during the previous three years must reach at least 70% of the estimated value of the relevant lot in the year with the greatest volume of work. Performance is also subject to occupational safety, traffic management, waste-handling and environmental protection requirements.
