Supply, installation and maintenance of defibrillator columns in Madrid public spaces
Summary
The contract covers the supply of 21 public-space columns or totems fitted with semi-automatic external defibrillators, together with their design coordination, approval, installation and comprehensive maintenance. The work starts with submitting a prototype for municipal approval, followed by arranging the required municipal homologation, installing the units with necessary civil works and fixings, and registering the devices. Each unit must have two-way communications enabling a real-time connection to the Madrid regional emergency number 112, the required accessories and batteries, and approved official signage. The columns must be visible, vandal-resistant and independent of the electricity grid through solar panels and batteries; they must also provide remote alerts when a device is accessed. Maintenance includes remote monitoring, preventive, corrective and technical-regulatory maintenance, replacement of consumables and continuous technical support. The contract runs for 48 months from 1 February 2027 or, if later, the contract signature date, with no extension option. The estimated value is €234,829.59 excluding VAT, and the maximum budget is €284,143.80 including 21% VAT. Tenderers must demonstrate relevant annual turnover of at least €352,244.38 and the specified experience with similar supplies and services, submit manufacturer technical datasheets and provide a technical proposal that meets both minimum scoring thresholds. The successful tenderer must obtain the required liability insurance and provide the final guarantee.
