Comprehensive training plan for developing management competencies and skills

Summary

RENFE-Operadora is procuring a comprehensive training programme to develop the competencies and management skills of executives, managers and operational staff. The contract covers a corporate development programme, training for managers and senior management, a 72-hour soft-skills learning pathway for operational staff, short courses, team-building activities, open-enrolment courses, virtual workshops and learning sessions, lectures, and coaching on request. The supplier must design and deliver all required training, provide an appropriately qualified teaching team, and ensure a compliant e-learning platform and training facilities. Catering and learning materials must also be provided where required. The initial contract term is 12 months, with two possible 12-month extensions at the contracting entity’s option. The estimated total value, including potential extensions, is EUR 950,000; the initial-term budget is EUR 316,666.67 excluding VAT. Payment is based on unit prices for services ordered and actually delivered. Price accounts for 40% of the evaluation, while technical quality and improvements together account for 60%; bidders must reach at least 50% of the available technical score, excluding improvements. The bidder must list at least three executive or senior-management training programmes available currently or delivered in the last three years, and demonstrate experience delivering similar training services. The cumulative annual value of its services in the year of highest performance must be at least EUR 270,000. Its global turnover in the highest-turnover year of the last three completed financial years must also be at least EUR 570,000. The bid must include all required technical and financial documents. Training delivery may not be subcontracted in whole or in part; individual trainers, tutors and facilitators may be engaged directly as employees or self-employed individuals.
