Improving thermal comfort and reducing energy use in Manuel Flores homes by replacing windows and exterior doors

Summary

The contract covers construction works to replace the exterior windows and doors in homes in the Manuel Flores neighbourhood, improving thermal comfort and reducing energy consumption. The contractor will remove the existing exterior joinery, adapt the openings, install new units meeting thermal-insulation and airtightness requirements, and complete the necessary finishes. Openings in all rooms are included except those in laundry rooms. The contract is not divided into lots; the works are scheduled to last 4 months, with no extension. The estimated contract value is €538,784.57; the tender budget is €489,804.15 excluding VAT and €592,663.02 including VAT. The works are co-financed by the European Regional Development Fund. Bidders must submit their tenders electronically under a simplified open procedure. The award gives up to 60 points for price, 15 for an extended warranty, 15 for the technical memorandum and 10 for the work plan. The technical memorandum must address key work stages, construction issues and proposed solutions, and the organisation of the works, including the personnel and equipment committed. The work plan must include a schedule, a Gantt or time-and-space chart, an analysis of resource productivity and at least three interim milestones. The successful bidder must provide a final guarantee equal to 5% of the tender price excluding VAT. The contractor must comply with health and safety, data-protection and environmental requirements, and sort and recycle waste.
