Construction of a Public Car Park and Improvement of the Surrounding Area on Avenida Andalucía

Summary

The contract covers construction of a public car park on the site at the start of Avenida Andalucía in Benaocaz and improvement of the surrounding area. The works include site preparation and demolition, earthworks, retaining walls, sewer and water supply networks, public lighting, masonry, new paving, and adaptation of existing metalwork and other features. The works are to be delivered as one coordinated contract; the procurement is not divided into lots. The estimated contract value is EUR 231,404.96 excluding VAT, and the total budget is EUR 280,000 including VAT. The execution period is 9 months, or 270 days, from the site-setting-out inspection record. Offers are evaluated on price (up to 50 points), an extended warranty (up to 20 points), and a shorter execution period (up to 30 points). The warranty must be at least 12 months; full-year extensions are scored up to a maximum warranty period of 60 months. A proposed time reduction exceeding 50% receives no points for that criterion; however, if that bidder wins, the works must be completed with a 50% reduction. Offers must be submitted electronically as a single complete submission within 20 calendar days from the day after publication of the contract notice. Bidders must demonstrate the required turnover and experience with similar works and be registered in the relevant official register of tenderers, or have applied for registration before the submission deadline. The successful bidder must provide a final performance guarantee equal to 5% of the final offered price excluding VAT. During performance, waste must be sorted and collected; data protection rules must be followed if the contracting authority transfers data to the contractor; gender-equal language and imagery must be used; and a digital photographic report covering the works before, during and after construction must be delivered.
