The estimated contract value is €150,978.74 excluding VAT; the bid ceiling is €137,253.40 excluding VAT, or €166,076.61 including VAT. The maximum works period is two months, with no extension planned. Bids are scored for work organisation and methodology (up to 40 points), duration (up to 20 points) and price (up to 40 points). The technical submission must address the team and machinery, work phases, safety, continued hospital operations and emergency access, and include a justified work plan. To participate, bidders must demonstrate annual turnover of at least €205,880.10 in the best of the three most recent available financial years and comparable works carried out during the previous five years, worth at least €96,077.38 in aggregate in the year of greatest activity. A newly established business may use an alternative technical-capacity route: at least one university-qualified architect or technical engineer with three years of experience in similar works. A qualified works manager is also required, with relevant professional education, experience managing at least two similar projects and at least two years’ experience. Registration in the Accredited Construction Companies Register (REA) is required. The successful tenderer must provide the requested evidence and a final performance guarantee of 5% of the contract price excluding VAT. The contractor must meet occupational safety, environmental, labour and data-protection requirements and demonstrate workplace health-promotion measures before work starts.
